FMCSA announces its decision to renew exemptions for 20 individuals from the hearing requirement in the Federal Motor Carrier Safety Regulations (FMCSRs) for interstate commercial motor vehicle (CMV) drivers. The exemptions enable these hard of hearing and deaf individuals to continue to operate CMVs in interstate commerce.

Science and Technology Reinvention Laboratories (STRLs) may implement Senior Business Technical Manager (SBTM) positions, which are defined as senior business and technical positions comparable to positions classified above the General Schedule (GS)-15 level. SBTMs are senior business and operations leaders within the STRL, serving as primary advisors to the STRL's Commanding Officers and/or members of the Senior Executive Service (SES). SBTMs oversee and operationalize the STRL's business operations, administration, and technology functions. SBTM positions may only be established at authorized STRLs with personnel demonstration projects.
The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 777-200, -200LR, -300, -300ER, and 777F series airplanes. This AD was prompted by a report of an overheated alternating current motor pump (ACMP) that caused a fire in the main landing gear (MLG) wheel well. This AD requires a records check or inspection for any installed ACMP with a certain part number and applicable on-condition actions. This AD also prohibits the installation of affected parts. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain H[eacute]licopt[egrave]res Guimbal (HG) Model Cabri G2 helicopters. This AD was prompted by a report of a potential malfunction of the helicopter emergency locator transmitter (ELT) and subsequent findings of weak ELT signals on 121.5 MHz and 406 MHz frequencies due to improper antenna installation (location). This AD requires revising the existing rotorcraft flight manual (RFM) for the helicopter. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain Airbus Helicopters Model EC 130 T2 helicopters. This AD was prompted by the determination that helicopter operators received main rotor blades (MRB) that are not certified to be installed on their helicopters and thus, without instructions for continued airworthiness, cannot be properly maintained. This AD requires replacing the affected parts with serviceable parts and prohibits installing the affected MRBs on Airbus Helicopters Model EC 130 T2 helicopters. The FAA is issuing this AD to address the unsafe condition on these products.

On May 8, 2024, the U.S. Environmental Protection Agency (EPA) published the National Emission Standards for Hazardous Air Pollutants (NESHAP): Gasoline Distribution Technology Reviews and New Source Performance Standards (NSPS) Review for Bulk Gasoline Terminals final rule ("2024 Final Rule"). The EPA is reconsidering various provisions of the 2024 Final Rule in this proposed rule, including the operating limits and continuous compliance requirements for air emission control devices, and the vapor tightness requirements for gasoline cargo tanks. The EPA is also reconsidering the modification criteria in the NSPS and proposing other technical corrections and clarifications. The EPA does not anticipate that this proposed action will impact volatile organic compound (VOC) or hazardous air pollutant (HAP) emissions generated by gasoline distribution facilities because the proposed amendments do not impact the stringency of the emission standards set by the 2024 Final Rule. As such, the EPA expects the proposed amendments will have no impact on air quality or overall human health. The EPA is not reopening any other aspect of the 2024 Final Rule and does not intend to respond to comments addressing any other issues or provisions not specifically addressed in this proposed rulemaking.
This notice announces a National Highway Traffic Safety Administration's (NHTSA) public meeting, Recalls Next: Technological Innovations and Safety Recalls. Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on August 21, 2026, under section 337 of the Tariff Act of 1930, as amended, on behalf of Ultra-Mek, Incorporated of Denton, North Carolina; Leggett & Platt, Incorporated of Carthage, Missouri; and L&P Property Management Company of Carthage, Missouri. The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

This document announces the fee that HUD will collect from borrowers of loans guaranteed under HUD's Section 108 Loan Guarantee Program (Section 108 Program) to offset the credit subsidy costs of the guaranteed loans pursuant to commitments awarded in Fiscal Year 2027 in the event HUD is required or authorized by statute to do so, notwithstanding subsection (m) of section 108 of the Housing and Community Development Act of 1974. The fee to offset credit subsidy costs is changing from 0.58 percent in Fiscal Year 2026 to 1.05 percent in Fiscal Year 2027.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS 365 N2, AS 365 N3, EC 155 B, EC 155 B1, SA 365 N, and SA 365 N1 helicopters. This proposed AD was prompted by gaps between the seals and engine cowling, which were found during an investigation related to an engine compartment fire. Gaps between the seals and engine cowling could cause inadequate sealing of the engine compartment firewalls leading to fire propagation between engine compartments and reduced effectiveness of the extinguishing agent. This proposed AD would require modifying the engine compartment firewalls by installing angle-brackets along the firewalls. The FAA is proposing this AD to address the unsafe condition on these products.

The U.S. Small Business Administration (SBA) is maintaining the 89.0 percent minimum maturity ratio for SBA Standard Pools and Weighted-Average Coupon (WAC) Pools. The minimum maturity ratio is a pool-formation characteristic intended to support the estimated cost of SBA's timely payment guaranty for newly formed pools of SBA-guaranteed portions of 7(a) loans. In accordance with the requirements of the Privacy Act of 1974, as amended, the Department of Health and Human Services (HHS) is modifying an existing system of records maintained by the Office of Refugee Resettlement (ORR) within HHS' Administration for Children and Families (ACF), System No. 09-80-0321, ORR Unaccompanied Children Bureau (UCB) Administrative Program Records. The system of records covers records about unaccompanied children, their intended sponsors, and members of the intended sponsors' households, used in administering ORR programs that provide for the children's care and placement. This modification includes changing the system of records name to "ORR Unaccompanied Alien Children Bureau (UACB) Administrative Program Records" and streamlining certain routine uses to enhance information sharing capabilities for child protection purposes while maintaining core privacy protections.
The Section 184 Indian Housing Loan Guarantee Program ("Section 184 Program") operates using a combination of funds annually appropriated by Congress and fees. Consistent with other HUD loan guarantee programs, to ensure that the program is self-sustaining, HUD is increasing fees charged under the program. HUD is increasing the upfront loan guarantee fee for all new Section 184 Firm Commitments, including refinances, from 1.00 to 1.50 percent, effective October 1, 2026. HUD is increasing the upfront loan guarantee fee for all new Section 184 Skilled Workers Demonstration Program Firm Commitments, from 0 to 1.00 percent, effective October 1, 2026. The Annual Loan Guarantee Fee will remain at zero for all Section 184 loans.
